The focus of various Settler Development Programmes is being continued towards efforts to increase the standard and quality of living of the settlers with the major role played by the parents. Programmes found effective are continued and their effectiveness increased. While the less effective their methods and approaches have been modified. The programmes are tailored towards educational excellence, economic stability, good health, as well as harmonious living besides conforming to the aspiration of the community, organisation and Government

Settler Institution
To date, 278 FELDA schemes have been established throughout the country. Out of this, 201 schemes are still under the scheme Development council (JKKR) managed by FELDA and the administration of 77 schemes are under the State Governments through the Village Development Council (JKKK) after the settlers obtained their land titles. These councils are responsible to manage the settler community development and activities specifically in the FELDA schemes. The bodies also play the role of voicing the aspiration of the settlers to improve their living in various aspects such as economic, social and religious

Education

Educational Institution

FELDA also provides various educational facilities in skill training to help the settler children with Malaysian Education Certificates further their education in vocational field. Up to 2005, 5,295 traineess that in 803 in Trolak Training Centre, 72 in Utama Technological Institute (ITU) Kelana Jaya, 3,937 in private colleges and 483 in Lim Kok Wing College attended the vocational courses.

The training was provided with the purpose to increase the students' skill and knowledge so that they are more marketable or to go for higher learning.

FELDA ‘Semai Bakti’ Hostels

The first FELDA ‘Semai Bakti' Hostel was established in 1975 that is Kuala Lumpur ‘Semai Bakti' Hostel (renting a building at Jalan Kuching later at Taman Keramat until the actual hosted was completed in 1983 at Taman Sri Keramat, Kuala Lumpur).

FELDA Kuantan ‘Semai Bakti' Hostel (Tun Abdul Razak Semai Bakti Hostel) was the second hostel established in 1978 but later closed down in 1998.

The third FELDA ‘Semai Bakti' Hostel is the Johor Bahru ‘Semai Bakti' Hostel established in 1983 renting a building until the actual hostel was completed in 1985 at Jalan Tasik Utara, Johor Bahru.

Kelana Jaya ‘Semai Bakti' Hostel is the fourth FELDA ‘Semai Bakti' Hostel established in 1998 located at Kelana Jaya, Selangor.

The fifth FELDA 'Semai Bakti' Hostel is Trolak 'Semai Bakti' Hostel in Perak. This hostel was opened in 1999 replacing the Kuantan ‘Semai Bakti' Hostel. The Trolak ‘Semai Bakti' Hostel was closed and seized operation in 2005.

The FELDA Kuantan ‘Semai Bakti' Hostel will be reopened and is under construction at the former site in Jalan Haji Abu Bakar, Kuantan, Pahang Darul Makmur.

The FELDA ‘Semai Bakti' Hotels are now under the administration of Settler Development Department, FELDA Headquarters, Jalan Perumahan Gurney, Kuala Lumpur . Three hostels are in operations that is Kuala Lumpur ‘Semai Bakti' Hostel, Kelana Jaya ‘Semai Bakti' and Johor Bahru ‘Semai Bakti' Hostel. While the Kuantan ‘Semai Bakti' Hostel is under construction.

Educational Excellence

With co-operation and collective efforts from parents, community and teachers, activities such as motivation for students and parents, seminar and workshop preparing for examination, study techniques, workshop regarding student learning methods to parents and various programmes to build self-confidence among the students have been implemented. Also held is the Education Seminar for settler leaders, education bureau and youth in the schemes as prime movers and motivators toward settler children's education.

To ensure that settler children's educational excellence is at par with the students in the urban areas, FELDA Tuition Scheme (STF) is provided with the co-operation of Ministry of Education Malaysia. It was started in August 2004 for students sitting the Primary School Assessment (UPSR), Lower Secondary Assessment (PMR), Malaysian Education Certificate (SPM). The tuition scheme was implemented with the aim to help the students achieve excellence in the examination Regional English Tuition Centre is being carried out with two centres in each region. These facilities are provided to standard 3 and 4 students in the primary school and Form 1 and 2 in secondary school. Students with potentials are selected to attend these classes. They are meant specifically to increase the students' proficiency in English and generally in mathematics and science subjects.

Women & Family Development
Community Rehabilitation Centres

FELDA Community Rehabilitation Centres (PDK) continue to play their roles providing facilities in mental and physical development to the handicapped children. Todate, 40 centres have been established in all regions covering several schemes. Out of 1,900 handicapped children, 918 of them or 60% have enjoyed the facilities provided. The allocation for the centres' development covers teachers and maids allowances, purchase of equipment and building renovation.


Literacy Centres

Literacy Centres have been implemented to cater for 3 to 5 years old children with the aim to provide early exposure to children towards interest in reading. This project has been implemented in 253 Literacy Centres with the involvement of 363 facilitators comprising of members of the women Institute who are direct prime mowers.

Learning progress in the Literacy Centres will be improved with the provision of more effective tools and teachers (facilitators) Provided with suitable training. Literacy Centre Committees, parents and the community need to jointly help in the children's learning progress (3-5 years) by attending the centres and setting up reading corners in their homes. A meeting between the Literary Centre Committees and parents was held on 6 June 2006 at Jengka 24 to give briefing to the parents so that they send their children to Literacy Centres for early exposure to help in the learning development.


Youth Development & Efforts In Eradicating Social Ills

The second generation and FELDA youth have been the focused group of the management. Besides providing various facilities in educational excellence FELDA also ensures the development of personality and identity of this group.

Presently, the focus is given to the programmes in the development and consolidation of personality and identity like Youth Camp, Personality and Identity Building Course held at the schemes and Regions. The youth are also involved in the FELDA volunteer programmes through the establishment of the JPA3, besides participating in the community activities and helping the old folks.

Programmes in confidence building through talks, courses or awareness seminars and community activities are also implemented. Other programmes include team building through sports and culture like FELDA Family sports and cultural carnival with sports and cultural competition held at the schemes and regions involving soccer, sepak takraw, volley ball and netball. In the cultural activities, competition stressing unity at the state level being held to foster unity spirit and love for culture among the participants.


Rokan Waja Course

The course in Positive Thinking and Excellence Living Culture (Rokan Waja) was first implemented in 2002. Its purpose is to build the personality of FELDA youth besides the stress on discipline and leadership. The course was held for each region by stages every year at the FSSB Training Centre, Bukit Rokan, Gemencheh, Negeri Sembilan. Up to 2005, a total of 2,688 participants had attended the course.

Spiritual Development

Now one of the major debate on youth is regarding human capital. Initially parents should play the main role to build strong personality among the children. This debate requires effective strategy and approach. All parties need to play their roles to build a community with good values. In line with this emphasis should be given to the second generation which is an asset to the development of FELDA.

In 2006, various programmes will be held with the cooperation of Malaysian Islamic Development Department (JAKIM) and non government bodies. Among the emphasis in 2005 was the Youth Camp, Young ‘Imam' Course, Understanding Islam Course with the purpose to build a new generation which is of quality, resilient and ability to lead.

To inculcate the interest in reading Al-Quran and to encourage understanding its contents, competition in Al-Quran Reciting and Nasyid will be held. It will be carried out in stages from the schemes to the national level.

To foster the spirit of love towards the mosque among the youth, activities like meetings with mosque personnel (JOM) will be planned and conducted. This programme is one of the ways to increase activities of the mosque besides fostering youth participation in all religious activities carried out at the schemes and regions.


‘There Is Still Love’ Programme

The purpose of this programme is to make the relationship among the FELDA family become closer. Various community activities will be held through an integrated programme. Its purpose is to build the ‘we feeling' in order to realize the government and FELDA's aspiration towards spiritual development among FELDA family in line with the 50 years achievement of FELDA. The programme held for two days include various activities such as Islamic Forum, aerobic exercises, sports competition, cultural, flower arrangement and drawing competition for children.

The involvement of the police, National Anti Drugs Agency, Health Department, Youth and Sports Department foster closer relationship with the respective agencies.


Various Loans and Grants
FELDA Higher Education Loans Fund

The FELDA Higher Education Loans Fund was established to help the settlers' children obtain financial sources to further their studies in higher institutions. The facilities for this scheme are opened to qualified settlers' children.

This Scheme is given to students pursuing degrees and diplomas in the Public and Private Institution of Higher Learning (IPTA/IPTS) in the country recognized by the government only. Loans are provided through out the course and disbursed according the semester of the institutions through the Treasurer of the Universities/Institutions of Higher Learning.

Settler Welfare Aids Fund

The welfare Aids Fund is financed from the Settler Socio-Economic Fund. The aids are required because from time to time settlers or their families make appeal to the public for aids to foot the medical expenses in treating chronic diseases, in relieving difficulties due to natural disaster, purchase of equipment due to handicap as a result of accident.

Aims

Settler Welfare Aids Fund was established with three aims as follows:

To help finance medical costs for the settlers, wives or dependents suffering from chronic diseases

To help in the difficulties of the settlers, wives and dependents facing natural disaster which cause damages to houses and property.

To help in the purchase of equipment such as wheelchairs or artificial parts for settlers, wives or dependents who are permanently or semi handicapped.

FELDA Group Scholarships Fund

This fund is to finance settler family children who obtain academic excellence and are successful in furthering their studies in the fields recognised by the government.  

This scholarship scheme is given to FELDA family children pursuing first degree courses at the Institution of Higher Learning overseas recognized by the government only. The financing is for the duration of the courses and will be disbursed to the students according to their semesters.

House Repair Loans

FELDA introduced Loans Fund with the purpose to give facilities to the settlers to improve the kitchen, increase the number of bedrooms and toilets as well as study rooms of their houses in the schemes. The loans are also given to settlers emplaced in vacant lots and uneconomic lots not provided with houses.

Settler Computer Loans

To expedite efforts to help the settlers obtain approval for the Computer Purchase Loans, Regional General Managers are given the authority to approve the Computer Purchase Loans to the settlers at the regional level.

Computer Purchase Loans Scheme to the settlers is provided with the purpose to increase the skill and knowledge in Information and Communication Technology among the settlers and their dependents in line with FELDA's goal that every settler possesses a computer.
